Mechanics Lien Law
New York lien law is complex with different rules for public and private projects. Private project liens must be filed within 8 months of completion (4 months in NYC for single-family). Public project bond claims have strict notice requirements.

Prevailing Wage Requirements
New York requires prevailing wages on all public works projects under Labor Law Article 8. Rates set by NY Department of Labor. Certified payroll required. Supplements (fringe benefits) must be paid. Penalties for violations are severe.
Insurance Requirements
Workers compensation required for all employers with 1+ employees. Minimum $1M general liability, $2M aggregate standard. NYS Insurance Fund available as carrier of last resort. Scaffold Law (Labor Law 240/241) creates strict liability, driving higher insurance requirements.
OSHA & Safety Compliance
New York operates a state OSHA plan through NYSDOL PESH (Public Employee Safety and Health) for public sector. Private sector follows federal OSHA. NYC has additional safety requirements including Site Safety Training (SST) cards.
