Mechanics Lien Law

Pennsylvania Mechanics Lien Law requires formal notice before filing a lien. Subcontractors must serve a Notice of Intent to Lien. Liens must be filed within 6 months of completion. Pennsylvania uses a three-tier system: contractors, subcontractors, and sub-subcontractors.

Prevailing Wage Requirements

Pennsylvania Prevailing Wage Act applies to public works projects over $25,000. PA Department of Labor and Industry sets rates. Certified payroll required. Both building and heavy/highway rates published.

Insurance Requirements

Workers compensation required for all employers. Minimum $1M general liability, $2M aggregate. Commercial auto required. Pennsylvania has competitive workers comp market with many carriers.

OSHA & Safety Compliance

Pennsylvania follows federal OSHA standards. No state OSHA plan. Pennsylvania Department of Labor handles wage and hour enforcement. Philadelphia and Pittsburgh have additional local requirements.
